The rest depends on the kinds of users (patients, providers, staff, admins), the screens in the first version and the systems the app connects to, such as your EHR, billing or scheduling.
How much does HIPAA add to app development cost?
HIPAA safeguards such as access controls, audit logs and encrypted data add about 20% to the build.
The 20% covers the technical work: access by role, encryption in transit and at rest, audit logs of who saw what, automatic sign-out, and hosting on cloud services covered by a business associate agreement (BAA).
HIPAA also has administrative parts, such as risk assessments, policies and staff training. Those stay with your organization.

A HIPAA-compliant app protects patient data everywhere it lives: on the phone, in transit and on the server.
- Collect only the health data the app needs.
- Encrypt data in transit and at rest.
- Give each role access to only what it needs, and log every access.
- Host on cloud services covered by a business associate agreement.
- Sign users out after inactivity and protect sign-in with strong authentication.
- Run a risk assessment before launch and after major changes.

Each project type has a starting price. Two or three kinds of users multiply it by 1.3, four or more by 1.6. A first version with 6 to 15 screens multiplies it by 1.5, and 16 or more screens by 2.2. Connecting one or two systems adds $3,000, three or more adds $9,000. Payments add $3,000, moving data from an old system adds $4,000, and regulated data such as HIPAA adds 20%. The top of the range is twice the bottom.
